Been experiencing issues with the lift and tilt function on my Bobcat and i have replaced both actuators and ACS controller. Error says Tilt actuator not in neutral error 32-39 after the replacements but the voltage readings are within the range based on the manual. Not sure what to check anymore. anyone here knows what else should I do?

Have you checked if the actuators are calibrated? Push both joysticks forward and hold them there for 5 seconds. This resets the system and may help fix the error

Looks like you've done quite a bit already. I'd suggest checking the wiring and connectors again, since a loose pin can still cause that code. And did you do a full actuator calibration after changing things up? A joystick reset alone might not cut it. Have you thought about swapping the actuator plugs to see if the error moves with them?

Sounds like you should try calibrating it. Also, check the connectors and switch the plugs to see if it's a wiring or actuator problem. Did the error pop up after the swap, or was it happening before?

Don't overlook the control valves, if they're sticking or malfunctioning, it might cause position errors even if the actuators are new, hope this helps

I really appreciate all the great suggestions. I faced a similar problem not too long ago with a skid steer's lift functions, and it turned out that the actuators weren't calibrated correctly after being replaced. Holding that joystick for 5 seconds really did the trick for resetting the system. Also, switching plugs to see if the error moved along was a clever way to figure out whether it was a wiring issue or an actuator problem. There was one time when the actual issue turned out to be a sticking control valve, like someone mentioned, definitely something to check. Hope you get it resolved soon
